A container of lamps arrives at the port, and customs pulls a random unit for inspection. The importer’s only defense is documentation. In lighting, four certifications dominate this moment: CE, FCC, RoHS and ISO. They are often lumped together as "certified", but each one answers a different question — and each can be faked on paper in a way that customs inspectors know well.

CE marking is the entry ticket to the European Economic Area. For halogen and LED lamps it covers the Low Voltage Directive, the Electromagnetic Compatibility Directive and product-specific standards. The critical fact importers miss: CE is self-declared by the manufacturer. The CE logo on the box proves nothing by itself; what matters is the technical file and test reports behind it. When a supplier says "CE certified", the correct response is "send the test report for this model, issued by which lab, dated when".

FCC applies to electronic products sold in the United States. The line most importers draw in the wrong place: a halogen lamp with no electronics does not require FCC, but an LED lamp with a driver does, under FCC Part 15, which limits electromagnetic emissions. If you are sourcing LED, ask for the FCC ID or the supplier’s declaration of conformity. A factory that cannot produce either is selling into a market where the product can be stopped at the border.

RoHS restricts hazardous substances — lead, mercury, cadmium, hexavalent chromium and certain flame retardants — in electrical and electronic equipment sold in the EU. Lamps are a high-focus category because solder joints and coatings historically contained lead. RoHS compliance is proven by material declarations and lab test reports, not by the absence of a lead warning. For lamps, the practical question is batch-level: is this declaration valid for the batch I am importing, or is it a recycled document from another product?

ISO is the odd one out because it is not a product certificate at all. ISO 9001 describes a factory quality management system — documented processes for production control, inspection and corrective action. It tells you how the factory manages quality, not that any specific product passed any specific test. Its value in sourcing is real but indirect: an ISO-aligned factory has traceable processes, which means when a problem appears, it gets fixed and documented rather than denied.

The one-question test for any lighting supplier: "Email me the CE test report, the RoHS declaration and, if it is LED, the FCC documentation — for the exact models in this quotation." A factory that sends them within a day, with the model numbers matching, is worth its price premium. A factory that sends a generic PDF with a different model number, or asks you to "trust the logo", is the one that will cost you a customs delay.
